If you are eligible for a subsidy you have to apply through the exchanges. The retail prices are the same both on and off the exchange. All individual health insurance policies are subject to the "Affordable Care Act" whether you purchase on the exchange or direct from the company through an agent

If you choose option one you can apply 24 hours a day. You will receive help submitting your application but you will not receive assistance in solving any problems you may have with your application  with the insurance company once it is complete.

When you choose to work with an insurance agent you will not only receive help with the initial application process but you will also receive help when you run into problems through out the year once the application is complete. They can also communicate with the insurance company on your behalf. You do not pay more if you use an insurance agent.

In VA option three has the same benefits as option one. You can apply 24 hours a day. In MD you are restricted to normal business hours. You will receive help submitting your application but you will not receive assistance in solving any problems you may have with your application  with the insurance company once it is complete.
